Lord Charles Somerset, Governor,

The Memorial of John Rafferty
Saddler at Grahams Town,
Humbly sheweth,
That your Memorialist some
months ago purchased an
Erf of land situated in this
Town of Mr Peter Retief which,
Memorialist being ignorant
of the regulations respecting
the transferring of landed
property in this Colony did
not have done legally, and
was not aware of the necessity
of so doing until called
on this morning by the
Secretary of the District, for
double transfer dues which
your Memorialist was
obliged to pay.
That your Memorialist,

humbly prays that your Excellency
will be graciously pleased
to take into consideration
his case, (which entirely arose of
Memorialists ignorance of
the law, ) and to remit
him the Extra Transfer Duty
And your Memorialist
as in duty bound, will
ever pray.
