The Memorial of John Rafferty /
Saddler at Graham’s Town, /
Humbly sheweth, /
That your Memorialist some /
months ago purchased an /
Erf of land situated in this /
Town of M\r\ Peter Retief which, /
Memorialist being ignorant /
of the regulations respecting /
the transferring of landed /
property in this Colony did /
not have done legally, and /
was not aware of the necessity /
of so doing until called /
on this morning by the /
Secretary of the District, for /
double transfer dues which /
your Memorialist was /
obliged to pay. /
That your Memorialist, /

humbly prays that your Excel=lency /
will be graciously pleased /
to take into consideration /
his case, (which entirely arose of /
Memorialist’s ignorance of /
the law, ) and to remit /
him the Extra Transfer Duty /
And your Memorialist /
as in duty bound, will /
